GST Council Members, Goods and Services Tax Council is a constitutional body under Article 279A(1), headed by the Union Finance Minister and has the Union Minister of State for Finance and the Finance Ministers or any other ministers appointed from the state governments as members.

As per new article 279A, The President shall, within sixty days from the date of commencement of the Constitution (One Hundred and First Amendment) Act, 2016, by order, constitute a Council to be called the Goods and Services Tax Council.
The Goods and Services Tax Council shall consist of the following members,
(a) the Union Finance Minister as Chairperson
(b) the Union Minister of State in charge of Revenue or
Finance as Members
(c) the Minister in charge of Finance or Taxation or any other Minister
nominated by each State Government as Members.
The Members of the Goods and Services Tax Council shall, as soon as may be, choose one amongst themselves to be the Vice-Chairperson of the Council for such period as they may decide.
The GST Council is the governing body of GST (Goods and Services Tax) having 33 members, out of which 2 members are from the center and 31 members are from 28 states and 3 Union territories with legislation.
GST Council is an apex member committee to modify, reconcile, or procure any law or regulation based on the context of goods and services tax in India.

The Union Minister of State in charge of Revenue or Finance will be the MEMBER of the council; ONE MEMBER from each state who is Minister in charge of Finance or Taxation or any other Minister and any one of them will be VICE CHAIRMAN of the GST Council who will be mutually elected by them.
The function of the GST Council is to create a user-friendly and IT-driven GST structure through the help of wide consultation with the union and the states.
