What is GSTN (Goods and Services Tax Network)?

As per the GSTN website, Goods and Services Tax Network (GSTN) is a Section 8 (under the new Companies Act, not-for-profit companies are governed under section 8), non-Government, private limited company.

It was incorporated on March 28, 2013. The Government of India holds 24.5% equity in GSTN and all States of the Indian Union, including NCT of Delhi and Puducherry, and the Empowered Committee of State Finance Ministers (EC), together hold another 24.5%.

Balance 51% equity is with non-Government financial institutions.

The Company has been set up primarily to provide IT infrastructure and services to the Central and State Governments, taxpayers, and other stakeholders for the implementation of the Goods and Services Tax (GST).

The Authorised Capital of the company is Rs. 10 crores.

How does GSTN help in the GST system in India?

Goods and Services Tax Network (GSTN) has built an Indirect Taxation platform for GST to help taxpayers in India to prepare, file returns, make payments of indirect tax liabilities, and do other compliances. It provides IT infrastructure and services to the Central and State Governments, taxpayers, and other stakeholders for the implementation of the Goods and Services Tax (GST) in India.

What are the objectives of GSTN?

GSTN has established with a vision to become a trusted National Information Utility (NIU) that provides a reliable, efficient, and robust IT Backbone for the smooth functioning of the Goods & Services Tax regimen enabling economic agents to leverage the entire nation as One Market with minimal Indirect Tax compliance cost.

And GSTN has started its work for GST in India with these objectives which are as follows-

  1. Provide common and shared IT infrastructure and services to the Central and State Governments, Tax Payers, and other stakeholders for the implementation of the Goods & Services Tax (GST).
  2. Provide common Registration, Return, and Payment Services to the Taxpayers.
  3. Partner with other agencies for creating an efficient and user-friendly GST Eco-system.
  4. Encourage and collaborate with GST Suvidha Providers (GSPs) to roll out GST Applications for providing simplified services to the stakeholders.
  5. Carry out research, study best practices and provide Training and Consultancy to the Tax authorities and other stakeholders.
  6. Provide efficient Backend Services to the Tax Departments of the Central and State Governments on request.
  7. Develop Tax Payer Profiling Utility (TPU) for Central and State Tax Administration.
  8. Assist Tax authorities in improving Tax compliance and transparency of the Tax Administration system. Deliver any other services of relevance to the Central and State Governments and other stakeholders on request.

What is the project of GSTN?

Goods and Service Tax (GST) was the largest indirect tax reform in the history of India. The reform mandated the integration of an entire nation’s diverse tax portfolio into a single taxation system.

This brought upon a massive complexity in developing an IT platform, to handle not only the diverse tax systems of 36 States/Union Territories & Union Government but also needed to provide a single interface for more than a crore taxpayers’ for their GST compliance functions.

Goods and Services Tax Network (GSTN) was entrusted to build such a platform to service the need of a diverse set of stakeholders.

The responsibilities include and are not limited to the following:

  1. GST System Application design, development, and operation
  2. Taxpayer Migration from the erstwhile regime to the GST regime
  3. IT Infrastructure procurement, commissioning with state-of-an-art Security apparatus
  4. Systemic resilience against failures and Disaster Recovery mechanism
  5. Helpdesk Setup and Operations
  6. Training and Capacity Building
  7. GST Eco-System creation and management (GSPs)
  8. Backend system for 27 States/UTs for an assessment appeal, etc.

The GST was successfully rolled out on the 1st of July, 2017.

No, both are different but both are related to the GST system in India-

GSTN– GSTN stands for Goods and Services Tax Network and is the organization that provides the IT infrastructure to run the GST Portal.

GSTIN– GSTIN stands for Goods and Services Tax Identification Number and is a unique number allotted to a business registered under GST.
